Steve Fluharty, President

Steve Fluharty has over 30 years of experience in the IT field, starting with punch cards on an IBM 360 in college. Software development has been a passion for most of his career. Serving in a business analyst capacity after a reorganization of his company, he learned the benefitsof strong work processes and the importance of business analysis in the software development lifecycle. He began attending meetings of the IIBA Chapter of Greater Philadelphia in 2008.

Capitalizing on his broad IT background, Steve began consulting at the Department of State in 2009, fleshing out the SDLC process within his organization there. Business analysis is an integral part of his approach.Steve’s employer is strongly supportive of his involvement in the IIBA and promotes certification of all of its BAs.

Steve’s goals for the Chapter include developing strong relationships with a variety of sponsors, including corporations, government, contracting and HR firms and higher education organizations. In the spring of 2011, Steve started an 8-week study group to explore BABOK 2.0 andhelp prepare for the CBAP and CCBA certification exams.


Rebecca Halstead - VP of Finance

Rebecca Halstead is a Managing Consultant with Excella Consulting, providing consulting services to commercial and Federal clients in the Washington, DC area. Rebecca leads Excella’s Business Analysis Center of Excellence, promoting and guiding adoption of industry best practices. She has 14 years of experience in Information Technology working as a Business Analyst. Rebecca is a PMP, PMI-ACP, CSM, and CSPO.


Claudio Ferrao – VP of Professional Development

Claudio has 15 years of experience in IT consulting. His skills include business architecture, business analysis, project leadership, BPR, SLDC and QA.

Claudio works for the Santander Bank Group (SBAN) as a business architect supporting the integration of IT platform and operation models in both Portugal and Spain.

Claudio is fluent in Portuguese and conversational Spanish, earned his BA in Information Systems Management from the Portuguese School of Bank Management, and is currently living in the Washington DC area with his wife. In his free time, Claudio enjoys sightseeing and photography.
